The Deportation Officer Handbook ReviewClaiborne Tchoupitoulas captures the essence of the federal bureaucracy, it's often asinine rules but also the wide berth given to officers who know how to do their jobs. D.O.s , by the narrow niche of their mission often wield enormous discretion to decide whether to "detain" someone indefinitely pending administrative hearings or remove them. This means taking away the freedom for a person that perhaps just prior to the encounter might have been living a relatively normal life. This applies also to the recidivist criminals for whom their criminal acts constitute normalcy. To properly gauge this power you have to know that these persons already served their prison time and are basically untouchable by any other law enforcement agency unless they commit a crime and are actually arrested and/or convicted. A DO has wide immigration authority that grants them much leeway to go after anyone deemed "removable", here illegally or with prior convictions, making them feared and respected. Who else has the authority and the wherewithal to not only take your freedom but ship you to your country, whether you know anyone there or not.
CT gives more than a passing glance at the various overlaps in federal law enforcement but, more importantly, through it's chapters provides more than enough information and description of the DO training and various laws that facilitate or impede the mission. I can see the book as a short-lived movie because, even if the targets are criminals, there exists a large constituency in this country that can't distinguish differences and defends all aliens ("immigrants" is the PC parlance) regardless of criminality, as if to admit that, should some be removed/deported, all are tainted. Nuance is required to understand this issue, something that is lacked by both fringes.
Having seen various immigration enforcement programs first-hand for over 20 years I recommend you read this book to see where most have never looked; Take a peek under the carpet, see the impediments to performing a mission that is needed for public safety, national security, and to restore integrity to a much-tarnished immigration system.
